Zinc Oxide Grade Comparison: Pharmaceutical, White Seal, and Red Seal

Zinc oxide is sold in five grades by purity. Pharmaceutical grade (≥99.7%) is required for ointments, sunscreen, and dental applications. White Seal (≥99.5%) suits cosmetics and high-quality paint. Red Seal variants (≥99.0%) serve rubber, ceramics, and animal feed. PT. Indo Lysaght produces all five grades with ISO 9001, Halal, GMP, REACH, and SNI certifications — choose by application, not price.

Why Grade Selection Matters: The Cost of Getting It Wrong

Ordering the wrong zinc oxide grade has two failure modes. Overpaying (ordering Pharmaceutical grade for rubber compounding) wastes 20–30% cost premium on purity that rubber vulcanization does not require. Underpaying (ordering Red Seal for a pharmaceutical ointment formulation) risks regulatory rejection, product recall, or safety concerns if Pb content exceeds pharmacopeial limits.

Grade selection should be driven by the application's regulatory requirement and performance specification — not by price alone. The five Indo Lysaght grades cover the full range of industrial, cosmetic, and pharmaceutical requirements, each priced appropriately for its intended use.

Pharmaceutical Grade: Highest Purity, Strictest Requirements

Pharmaceutical-grade zinc oxide with purity ≥99.7% is required for all topical pharmaceutical products governed by USP (United States Pharmacopeia), BP (British Pharmacopoeia), or European Pharmacopoeia. The key impurity limits are Pb below 10 ppm and Cd below 5 ppm — significantly stricter than industrial grades.

Applications include: zinc oxide ointment (USP), calamine lotion (BP), diaper rash cream, zinc oxide eugenol (ZOE) dental cement and temporary filling material, and medicated wound dressings. For sunscreen formulations claiming an FDA or BPOM-regulated SPF, pharmaceutical-grade zinc oxide is the standard.

Supplier must hold GMP ISO 22716 (for cosmetics and personal care overlap), Halal certification (for Muslim-majority markets), and REACH registration (for EU-linked supply). Indo Lysaght: all three certifications obtained in 2017–2018.

White Seal: The Cosmetics and High-Quality Industrial Grade

White Seal zinc oxide (purity ≥99.5%) occupies the middle tier — purer than Red Seal for applications requiring cosmetic elegance and lower heavy metal levels, but not requiring full pharmaceutical-grade specification. Primary applications: cosmetic formulations without a pharmaceutical claim (face powder, decorative products, skin care), UV-protective architectural paint, and photovoltaic transparent conductive oxide research.

For cosmetics sold in Indonesia that do not carry a pharmaceutical UV filter claim, White Seal with ISO 9001 and Halal certification from the supplier satisfies BPOM requirements. For export to the EU cosmetics market, GMP ISO 22716 is additionally required.

Red Seal Grades: The Industrial Workhorses

The three Red Seal variants all maintain ≥99.0% zinc oxide purity but differ in the regulatory certifications they carry:

·       Red Seal* — ISO 9001 and SNI certified. Suited for rubber vulcanization (the largest global ZnO application) and ceramics. Most widely produced grade worldwide, accounting for approximately 50% of global ZnO consumption

·       Red Seal+ — ISO 9001, FAMI QS, and HACCP certified. Specifically designed for animal feed premix, where feed safety traceability is mandatory under EU and international feed standards

·       Red Seal (standard) — ISO 9001. For general industrial applications including fertilizer additive, pigment, and chemical synthesis where FAMI QS is not required

All Red Seal grades are produced in Indo Lysaght's Depok, West Java facility using the French Process (indirect process) from zinc ingot, with the same AAS and Mastersizer QC instruments used for pharmaceutical grade — only the purity specification and certification package differ.

Case Study

The following is a hypothetical illustration. All figures, processes, and technical details reflect real operating terms — the profile is entirely fictional and does not represent any real individual.

Profile:  Sri Wahyuni, 44, QA Manager, cosmetics company, Jakarta Barat.

Project:  Premium face powder with 'hypoallergenic, suitable for sensitive skin' claim. Initially formulated with White Seal ZnO. Target markets: Indonesia, Malaysia, Brunei.

Condition / Problem:

·       BPOM regulatory review: hypoallergenic claim requires Pharmaceutical-grade ZnO (Pb <10 ppm, per-batch AAS CoA)

·       White Seal grade Pb limit (20 ppm) = 2× the allowable limit — BPOM notification would be rejected without grade switch

·       Product launch deadline: 60 days. Malaysia and Brunei export require Halal-certified ingredient at supplier level

Solution:

·       Switched to Indo Lysaght Pharmaceutical grade (≥99.7%, Halal MUI, GMP ISO 22716)

·       Sample CoA received in 5 days — ZnO 99.73%, Pb 4.8 ppm (specific AAS values per lot, not rounded)

·       Grade premium ~18% justified against regulatory compliance value and export market access

·       Trial batch manufactured within 4 weeks; revised BPOM submission filed on schedule

Result:

·       BPOM notification: approved on first submission cycle

·       Malaysia NPRA: approved — Halal MUI accepted by JAKIM

·       Brunei: Halal MUI accepted directly

·       Zero ZnO-related QC rejections in 14 months of supply

When to Contact an Expert Supplier

Consider reviewing your current zinc oxide grade specification if:

·       Your product carries a regulatory claim (hypoallergenic, pharmaceutical, sunscreen SPF) that requires Pb <10 ppm

·       You are expanding into Muslim-majority export markets and your current ZnO supplier does not have Halal certification

·       You are using Pharmaceutical grade for a rubber or ceramics application where Red Seal* is sufficient

·       Your current spec says 'zinc oxide 99%' without specifying which grade or which Pb limit applies

Conclusion

·       Pharmaceutical grade (≥99.7%, Pb <10 ppm) is required for any ZnO used in pharmaceutical, certified sunscreen, or export cosmetics — not just for aesthetic reasons, but to meet USP, BP, and regulatory heavy metal limits

·       Red Seal* (≥99.0%, SNI) is the industry standard for rubber vulcanization and ceramics — the most widely used ZnO grade globally, suitable for the majority of industrial buyers

·       Red Seal+ with FAMI QS and HACCP is a distinct, separate grade from Red Seal* — specify it explicitly for animal feed premix applications where feed safety traceability documentation is required

Frequently Asked Questions

Q: What is the purity difference between Pharmaceutical grade and White Seal ZnO?

A: Pharmaceutical-grade zinc oxide has a minimum ZnO assay of 99.7% with Pb below 10 ppm and Cd below 5 ppm, meeting USP and BP specifications. White Seal has approximately 99.5% minimum purity with less stringent heavy metal limits (Pb below 20 ppm). For sunscreen, calamine lotion, and diaper rash cream, Pharmaceutical grade is required. For high-quality decorative cosmetics and UV-protective paint, White Seal is sufficient and more cost-effective.

Q: Which ZnO grade is required for rubber vulcanization?

A: Red Seal or Red Seal* (purity ≥99.0%) is the industry standard for rubber vulcanization — the most widely used ZnO application globally, accounting for approximately 50% of world ZnO consumption. SNI (Indonesian National Standard) certification from the supplier confirms domestic quality compliance. For high-performance tire compounding with surface area requirements, White Seal (≥99.5%) with higher BET surface area may be specified by compound engineers.

Q: Can I use Red Seal zinc oxide in animal feed?

A: Not standard Red Seal — you need Red Seal+ with FAMI QS and HACCP certification. FAMI QS (Feed Additive and Premixture Quality System) is the international quality system for feed additive manufacturers requiring documented traceability and contamination testing. PT. Indo Lysaght obtained FAMI QS certification in 2017. Always specify Red Seal+ explicitly in your purchase order — Red Seal and Red Seal+ are separate, distinct products.

Q: Is Pharmaceutical grade ZnO required for all sunscreen products?

A: Yes. For sunscreen products formulated with zinc oxide as the active UV filter, Pharmaceutical-grade ZnO (purity ≥99.7%) is required under FDA OTC drug regulations, EU Cosmetics Regulation, and Indonesian BPOM standards. The supplier must also hold GMP ISO 22716 certification. Halal certification is additionally required for products sold in Muslim-majority markets. White Seal (99.5%) may not meet the Pb limit requirements for certain pharmacopeial submissions.

Q: How do I order the correct ZnO grade from Indo Lysaght?

A: Contact cs@indolysaght.com or call (+62) 21 6531 1333 and specify: (1) intended application, (2) grade required (Pharmaceutical / White Seal / Red Seal* / Red Seal+ / Red Seal), (3) certifications needed, (4) packaging preference (20/25 kg bags, 500 kg or 1,000 kg jumbo bags), and (5) order volume in MT.
